Steve is indeed an early – and charming – design with a bitmap look. The 1973 date given by the Klingspor Museum is off, though. According to Mike Daines and Letraset catalogs, it came out in 1983.2 -

Karsten Luecke doesn’t use a special term (as far as I know), but he commented on the technical implementation of this feature in his Litteratra – and in CAST’s Rialto, which he handled as well.2 -

FWIW, we’ve been calling it italic with roman caps on Fonts In Use, and no-one has suggested a better term so far. Trump’s Delphin is another typeface that references this tradition.5
